2nd account is not allowed
incase you face huge losses where you have no money left to trade new account is allowed, but if the old and new are found involved in the same stocks around similar timeframes in ways that create profit on exit or manipulate ranks, those accounts will be banned.
30 shares max per stock
A user can hold at most 30 shares of any single stock. If you already own shares, your next buy must keep your total for that stock at 30 or below.
